Green on the Issues


Making sure District K receives its fair share of resources is one of Larry Green's top priorities. He plans to use these resources to make a number of infrastructure improvements throughout the district.


Even though our city is going through some tough times, Larry remains committed to empowering neighborhoods to create safer communities, a strong local economy and a brighter future for our families. Targeted City projects can help attract new businesses to locate or expand in District K revitalize our neighborhoods. Larry will take a comprehensive and planned approach to make sure District K  receives its fair share of funding for vital neighborhood projects.

Green in the Community


Larry Green continues to meet residents of District K. As he attends civic club meetings and community events, he has heard the many concerns residents have and their wishes for the future. Recently, Larry enjoyed meeting and talking with residents of Willow Meadows at the Fall Fest held at Willow Park.

As residents enjoyed free food and drinks, live entertainment, fun and games, arts and crafts and a commercial expo, Larry took the opportunity to meet them and address neighborhood issues. Larry also attended several National Night Out events and he continues knocking on doors and informing District K residents why he is running to be their City Council Member.  
  










Recently, Larry joined the Houston Police Department at the Grand Opening of the South Gessner Patrol Division. He spoke with police officers and residents about their concerns for District K.

Green Campaign Update...

Green in the Community 
 

Larry Green has been busy over the past couple of weeks! He has attended numerous District K neighborhood, community, and civic club meetings. You also may have seen him knocking on doors and talking to District K residents.

Green joined Madison HS students for the Grads Within Reach Walk
Reach Walk to re-enroll students who had not returned to Madison High School this academic year. As a 1983 graduate of Madison, Green feels a particular responsibility to encourage the dropouts from his former high school to return and graduate. As he talked to students in the Hiram Clarke and Windsor Village areas, he met many who were glad to see someone from their own neighborhood encouraging them to complete their education.

Immediately following the Grads walk, Green took to the streets of District K to campaign, shaking hands with every person he met. He answered questions about the newly created district and issues of importance to the community, and assured residents  of his commitment to serving all of District K.

Green on the Issues: Safe Neighborhoods 

Residents should never feel fear in their own neighborhoods. As your City Council Member, protecting public safety in District K neighborhoods will be one of my highest priorities. We must be more proactive in addressing crime prevention and response strategies. According to the City of Houston website, there were 166 burglaries and 68 aggravated assaults in our community, just in the month of June. I want to empower District K residents to feel safe in their community, by taking a proactive approach in keeping our neighborhoods out of harm's way.  

The first step in keeping our neighborhoods safe is more community-based policing. This would include putting more police officers on the streets, but also building trust between police and the residents of the community. I propose putting another HPD substation in the district to create an increased presence in our neighborhoods that will cut down on crime. Having an additional substation, which is the equivalent of a mini-precinct, would give HPD another base of operations in the District K area, and facilitate relationship building with residents.

To combat the high number of burglaries taking place, I suggest a Burglary Prevention Seminar. The seminar should focus on how to properly secure your residence or business, making sure your property is less susceptible to crime, and working with police to help secure your neighborhood.  

In addition, District K needs increased general neighborhood programs, as well as programs for children, women and the elderly. I recommend creating more before- and after-school programs to keep kids off of the streets and out of trouble. I would also leverage the potential of our community parks in crime prevention. Good park programs are more than just a fun diversion for our residents, and especially our youth -they are also effective anti-crime programs.  

 

As District K residents, it is up to us to be active when it comes to combating crime and violence in our neighborhoods. That means responding immediately to neighborhood disruptions, and promptly reporting criminal conduct and behavior. Working with the police, we can create more effective Citizen Patrol Programs and come together to deter crime in our community.

Green in the Community

Recently, Larry Green had the honor of visiting with the residents of Dumbarton Oaks at their civic club meeting. The meeting was another opportunity for Green to hear first-hand their concerns. They were excited and ready to give Green the opportunity to address their issues.

The discussion revolved around the following concerns: animal control, parking violations, heavy trash violations, and street repair.  Below is a glimpse into some of the questions and answers Green discussed with the Dumbarton Oaks Civic Club.

Question: I have a neighbor who has more pets than I think should be allowed. They roam the neighborhood. There needs to be something done about the amount of pets one person is allowed to care for.

Green's Answer: Currently, the city of Houston's BARC program handles any problems concerning dogs or cats. There is an ordinance distinguishing between individual pet ownership and running a kennel. A person is allowed to own up to three dogs. After that the home would be considered a kennel and is subject to the rules and laws governing kennel ownership. There is no limit on the amount of cats a person may own. I believe we need to be diligent in reporting loose dogs and cats to BARC so that our neighborhoods are safe places for our children to play and citizens to walk the neighborhood without fear of being bitten by stray animals.

Question: We have some neighbors that park their cars in their yards and make the neighborhood look unsightly? What can be done about this?

Green's Answer: The City of Houston has created a program designed to address this issue and protect property values.  I know how frustrating it can be to drive down your street and see two or three of your neighbors with cars parked all over their front lawn. Together, we can address this issue by making sure our neighborhoods take advantage of the provision offered by the Prohibited Yard Parking Program. We must organize our neighbors to apply for and support a PYP Requirement Area. Once granted by the City of Houston's Planning and Development Department, it is effective for 20 years. Any person who violates the area can be fined up to $150 per day.

Question: I have neighbors who put out heavy trash anytime they feel like it? And it just sits there for days drawing bugs and animals. What is your plan to put a stop to this?

Green's Answer: We have a great Solid Waste Management Department (SWMD) here in Houston. The SWMD has rules and guidelines for the disposal of junk waste, now called heavy trash by the City of Houston. I have found that unfortunately, some of our residents honestly don't know these guidelines. It is important to inform our neighbors of the guidelines by including them in the neighborhood newsletter
or purchasing yard signs that clearly state when a heavy trash pick-up day is approaching. We all must do our part and report any violations to keep our neighborhoods free from unattractive garbage piles on our streets.

Question: What do you plan to do to improve our streets and sidewalks? We have sidewalks that are overgrown and have not been repaired in years.

Green's Answer: As a native of this area of Houston, I am familiar with the overgrown sidewalks, potholes, and other infrastructure problems that need to be addressed. I plan to ensure that Dumbarton Oaks, along with all of District K receives its fair share of city resources to repair streets and make sure our sidewalks are maintained and functional.

Green Discusses The Issues


As your City Council Member, I will work every day on behalf of District K. My top priority is bringing jobs and economic development to the area.  We need a sustained and concerted effort to promote economic development and increase the standard of living in District K.

As  a lifelong resident of District K, I recognize that there is a lack of major businesses and companies in our area. Enticing businesses to locate in District K will in turn bring the job growth we need.  We should encourage developers to come into District K and develop commercial property, just as the Johnson Development Company did, bringing new businesses and jobs near the Corinthian Pointe subdivision.  We need more business hubs like the Power Center, which brought over 1,000 jobs to the Hiram Clarke community. It is also important that we make the restoration of Westbury Square a priority. As your City Council Member, it will be my responsibility to connect developers and businesses with vacancies and emphasize the special qualities of District K that businesses may find attractive.

We should also utilize District K's management districts to assist in bringing business to the area.  I will work closely with the Five Corners Management District, Brays Oak Management District, South Post Oak Tax Increment Reinvestment Zone, and other local entities to spur business development and foster job growth. This approach must make retaining existing businesses a priority by recognizing the contributions of long-standing businesses in the community.   We should also engage these businesses as strategic partners in helping make District K better place to live and work.

Job creation and economic development is my business. As the CEO of HoustonWorks, I have extensive experience establishing strategic partnerships that improve the lives of residents across the Houston area. I will put those same skills to work for the people of District K, creating partnerships to promote job training and creation.  I want to initiate healthy partnerships between business and our schools, such as Madison, Westbury, and Willowridge high schools, to provide at-risk students with workforce job training they need to gain employment.

Economic development is what District K needs, and it will be my top priority as your City Council Member. Together, I know we can increase economic activity in District K that builds on existing community assets and serves the common good.
